Melbourne has over 250km of highway with Service Lanes running parallel to them. Many of these lanes could be utilised to create a low-stress cycling network at a very low cost over a very rapid time frame. By utilising the simple techniques of using the Service Lanes, Widening Footpaths, painting of sharrows and lanes, building cut-throughs or providing short links to join paths together, the safe cycling network could be rapidly expanded at minimal cost.
